The Proposal of the Tianjin Municipal Committee of the CPC on Formulating the 15th Five-Year Plan for Tianjin’s National Economic and Social Development
( 2025 Adopted at the 7th Plenary Session of the 12th Committee of the Communist Party of China in Tianjin on November 18.
The 7th Plenary Session of the 12th Committee of the Communist Party of China in Tianjin Municipality earnestly implemented the spirit of the 4th Plenary Session of the 20th Central Committee of the Party and, in light of Tianjin’s actual conditions, put forward the following recommendations for formulating the 15th Five-Year Plan for Tianjin’s National Economic and Social Development.
First, the “15th Five-Year Plan” period is a critical phase for basically completing the construction of a modern socialist metropolis and striving to write a Tianjin chapter of Chinese-style modernization.
1. During the 14th Five-Year Plan period, our city has achieved remarkable results in economic and social development. The 14th Five-Year Plan period is a time when our city will see a particularly high concentration of major, critical, urgent, and challenging tasks in its development journey. Most notably, General Secretary Xi Jinping personally visited Tianjin for an inspection, providing strategic and holistic guidance for Tianjin’s development and injecting powerful political, developmental, operational, and spiritual impetus into the vigorous effort to write a new chapter of Chinese-style modernization for Tianjin. Most symbolically significant is... 2025 The Shanghai Cooperation Organization summit was successfully held in Tianjin this year, showcasing China’s grandeur and Tianjin’s distinctive characteristics. In our preparations and service support efforts, we have achieved significant results, fostering economic, trade, and cultural exchanges, and greatly enhancing the city’s influence, reputation, and attractiveness. Over the past five years—especially since the 20th National Congress of the Communist Party of China—the Municipal Party Committee has taken in-depth study and implementation of the important speeches delivered by General Secretary Xi Jinping during his inspection of Tianjin, as well as his series of guiding instructions on Tianjin’s work, as the central thread of its efforts. Fully implementing the decisions and deployments of the Party Central Committee, the Municipal Party Committee has led all Party members, cadres, and the general public across the city to keep in mind the earnest expectations and put into practice the heartfelt teachings of the General Secretary. Together, they have tackled tough challenges, pressed ahead with vigor, dared to address longstanding issues, and bravely overcome difficult problems. They have actively responded to the severe impact of the COVID-19 pandemic, steadily carried out the “Ten Actions” for high-quality development, and coordinated efforts in technological innovation, industrial upgrading, and urban renewal. By effectively revitalizing existing resources, optimizing new growth areas, and improving overall quality, they have propelled the construction of a modern socialist metropolis to new and solid steps forward. The quality and efficiency of economic development have markedly improved; the city’s economic performance has remained stable and positive, and risks such as local government debt have been effectively alleviated and resolved. A number of inefficient and idle existing resources and assets have been reactivated and put to good use, further consolidating the positive momentum of high-quality development. The coordinated development of the Beijing-Tianjin-Hebei region has deepened and become more substantive, with continuous deepening of collaborative innovation and industrial cooperation. Cooperation in key areas such as transportation, ecology, and people’s livelihoods has expanded and improved in quality. A number of landmark projects have been completed and put into operation, and the effects of regional integration and the convergence of Beijing and Tianjin into a single urban area continue to be unleashed. The construction of the strategic cooperation functional zone in the Binhai New Area is steadily advancing. New-quality productive forces are accelerating their development, and our strategic scientific and technological capabilities continue to grow stronger. The Tiankai Higher Education and Science & Technology Innovation Park is being strategically laid out and gaining momentum, effectively leveraging its role in supporting education, science, technology, and talent. New drivers of growth are continuously emerging, and a modern industrial system is being rapidly established. Comprehensive deepening of reform and opening-up is being vigorously pursued; reforms in key areas such as state-owned assets and enterprises, development zones, and other critical sectors are being intensified. The scale of the private economy continues to expand, and the quality and effectiveness of financial services supporting the real economy are steadily improving. High-level opening-up has yielded increasingly rich institutional innovations with clearer pathways. For five consecutive years, Tianjin’s Free Trade Zone has ranked among the top three nationwide in the Institutional Innovation Index, and the integrated development of ports, industry, and cities is being deepened. Cultural heritage and development continue to be strengthened, with eight distinctive regional cultural forms being thoroughly explored. The influence of the “Jin-style” culture is steadily expanding, and the integration of culture, tourism, commerce, and trade is accelerating, further highlighting the city’s new image of modernization. The level of urban governance modernization has been effectively enhanced, with efforts to implement “fine management for large cities,” “smart management for large cities,” and “public participation in managing large cities” being vigorously advanced. People’s well-being continues to improve, basic public services are continually expanded, and support for the elderly and young children is becoming more robust. The pace of integrated urban-rural development is accelerating, ecological environment quality continues to improve, and the building of a law-based Tianjin is being vigorously promoted, further solidifying our security guarantees. Comprehensive and strict Party governance is being carried forward in depth, continuously purifying and improving the city’s political ecosystem. The morale of Party members and cadres has been significantly boosted, and an atmosphere of working hard and achieving results through practical actions is growing stronger. These achievements are fundamentally attributable to the leadership and guidance of the Party Central Committee with Comrade Xi Jinping at its core, and to the scientific guidance provided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. As long as we unswervingly follow the direction indicated by General Secretary Xi Jinping and adopt the right methods to do the right things, our work will be confident, our development will hold promise, and our cause will proceed smoothly. This has become a broad political consensus across the city, and it will surely remain the source of our confidence and strength as we forge ahead bravely on the new journey.
2. Development opportunities facing our city during the 15th Five-Year Plan period. Our country boasts a solid economic foundation, numerous advantages, strong resilience, and vast potential. The fundamental conditions and overarching trends supporting long-term healthy development remain unchanged. The institutional strengths of socialism with Chinese characteristics, the advantages of our ultra-large-scale market, the strength of our complete industrial system, and the abundant talent resources are becoming increasingly evident, providing robust support for our city’s economic and social development. The cumulative effects of the comprehensive package of incremental and existing policies introduced by the Party Central Committee and the State Council continue to unfold. Major strategic initiatives—such as accelerating the establishment of a new development paradigm and deepening coordinated development among Beijing, Tianjin, and Hebei—are being implemented at an accelerated pace, which will greatly enhance our city’s ability to attract and gather high-end resources and consolidate the positive momentum of our economy. The outcomes of the Shanghai Cooperation Organization summit are being pragmatically implemented, and the influence of events such as the Summer Davos Forum and the World Intelligence Industry Expo continues to expand, thereby strongly promoting our city’s efforts to deepen its opening-up and cooperation. Over the next five years, we must firmly seize these valuable opportunities, fully leveraging our city’s advantages in location, ports, science and education talent, industry, urban-rural spatial resources, and public services, so as to open up new space, unlock new potential, and inject new impetus into the comprehensive construction of a modern socialist metropolis.
3. The risks and challenges facing our city during the 15th Five-Year Plan period. The world is undergoing accelerated transformations unseen in a century, and a new round of scientific and technological revolution and industrial transformation is rapidly breaking through. Unilateralism and protectionism are on the rise, while hegemonism and power politics pose ever-greater threats. As a result, our city faces an increasingly complex and volatile international environment in its reform and development efforts. The foundation for our city’s economic stability and improvement remains fragile; our capacity for scientific and technological innovation is still weak; the pace of industrial structure transformation and upgrading is insufficiently rapid and lacks sufficient sophistication; the potential for investment and consumption urgently needs to be tapped; there are still considerable existing resources and assets that need to be revitalized; the pressure for green and low-carbon transformation is substantial; and there remain shortcomings in urban governance and social welfare provision. Consequently, the task of coordinating development and security has become even more daunting.
We must deeply grasp the decisive significance of the “Two Establishments,” strengthen our “Four Consciousnesses,” firmly uphold our “Four Confidences,” and ensure we “Two Safeguards.” We must always maintain high ideological, political, and practical alignment with the Party Central Committee with Comrade Xi Jinping at its core. We should be grateful for what we’ve received, recognize the weight of our responsibilities, face difficulties with courage, and take on our duties with a sense of responsibility. We must remain strategically steady, carry forward the spirit of historical initiative, consciously plan from a holistic perspective while serving the overall situation with our specific region, and continuously usher in new momentum in Tianjin’s chapter of Chinese-style modernization.
