On December 15, the Municipal Party Committee held a mobilization and deployment meeting to advance the rectification work in response to the feedback from the Central Inspection Team. Chen Min'er, Secretary of the Municipal Party Committee, attended the meeting and delivered a speech. He emphasized that we must deeply study and effectively apply the important remarks made by General Secretary Xi Jinping when he listened to reports on the Central Inspection and his important speech during his inspection tour of Tianjin. We should earnestly implement the arrangements made at the 20th Central Inspection Group’s meeting on centralized feedback to provinces (autonomous regions and municipalities) as well as the “one-on-one” feedback requirements put forward by the Central Inspection Teams. We need to further elevate our political awareness, clarify our goals and tasks, and strengthen our sense of responsibility. We must spare no effort to carry out the rectification work in response to the inspection feedback and, through concrete results, continuously inject new vitality into Tianjin’s journey toward Chinese-style modernization.

On December 15, the Municipal Party Committee held a mobilization and deployment meeting to advance the rectification work in response to the feedback from the Central Inspection Team. Chen Min'er, Secretary of the Municipal Party Committee, attended the meeting and delivered a speech. He emphasized that we must deeply study and effectively apply the spirit of General Secretary Xi Jinping’s important remarks during his hearing of reports on the Central Inspection and his important speech during his inspection tour of Tianjin. We should earnestly implement the arrangements made at the 20th Central Inspection Group’s meeting on centralized feedback to provinces (autonomous regions and municipalities) and the “one-on-one” feedback requirements put forward by the Central Inspection Teams. We must further elevate our political awareness, clarify our goals and tasks, strengthen our sense of responsibility, and go all out to carry out the rectification work in response to the inspection feedback. By achieving concrete results, we will continuously inject new vitality into Tianjin’s journey toward Chinese-style modernization.

Zhang Gong, Deputy Secretary of the Municipal Party Committee and Mayor, presided over the meeting. Yu Yunlin, Director of the Standing Committee of the Municipal People’s Congress; Wang Changsong, Chairman of the Municipal Chinese People’s Political Consultative Conference; Liu Guiping, Deputy Secretary of the Municipal Party Committee; members of the Standing Committee of the Municipal Party Committee; members of the leading bodies of the Standing Committee of the Municipal People’s Congress, the Municipal Government, and the Municipal Chinese People’s Political Consultative Conference; as well as responsible officials from the Municipal Higher People’s Court, the Municipal People’s Procuratorate, Nankai University, and Tianjin University, attended the meeting.

Chen Min’er pointed out that the important speech delivered by General Secretary Xi Jinping when listening to reports on the central inspection tours set forth crucial requirements for implementing rectification tasks and provided vital guidance for doing a good job in inspection-based rectification. To advance inspection-based rectification, it is essential first and foremost to thoroughly study and effectively apply the spirit of General Secretary Xi Jinping’s important speech. We must closely integrate our study and understanding with General Secretary Xi Jinping’s important expositions on inspection work—especially his key directives on rectification—and fully recognize that inspections are political health checks and that rectification represents a political test that most vividly reveals loyalty, responsibility, style, and capability. We must adhere to viewing matters from a political perspective and acting accordingly, genuinely acknowledging our mistakes, deeply reflecting on them, earnestly carrying out rectifications, and achieving tangible results. Through concrete actions, we should demonstrate our profound comprehension of the decisive significance of the “Two Establishments” and firmly uphold the “Two Safeguards.” We must also deepen our understanding and grasp of the spirit of General Secretary Xi Jinping’s important remarks during his inspection tour of Tianjin and his series of guiding instructions on Tianjin’s work. We should regard the effective implementation of inspection-based rectification as a critical lever for strengthening Party leadership and Party building, consistently promoting comprehensive and strict governance of the Party, and as a powerful driving force for comprehensively performing tasks across all fields and unswervingly advancing high-quality development. We must consciously plan from a holistic perspective while serving the overall situation at the local level, further enhance our tactical and operational execution capabilities, and ensure that we carry out the decisions and deployments of the Party Central Committee with excellence and success. We must integrate the implementation of inspection-based rectification with the ongoing efforts to promote reform, development, and stability, ensuring a successful conclusion of the 14th Five-Year Plan and laying a solid foundation for the 15th Five-Year Plan. We should also align it with studying and implementing the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, planning for the 15th Five-Year Plan, implementing the arrangements made at the Central Economic Work Conference, and addressing the rectification tasks identified by the Central Environmental Protection Inspection and the Central Safety Production Assessment and Inspection. By recognizing our responsibilities, embracing heavy burdens, and overcoming difficulties, we can drive new progress in the city’s economic and social development.

Chen Min'er emphasized that advancing the implementation of rectifications and ensuring that corrective measures are precisely targeted and effectively carried out are crucial. The fundamental principle is to translate these efforts into concrete actions and achieve tangible results. We must meticulously compare each issue identified by the central inspection team, formulate strong and practical solutions, conduct thorough self-examinations and address similar problems in a broader context, and ensure resolute, comprehensive, and彻底 (thorough and complete) rectifications. Taking the coordinated development of Beijing-Tianjin-Hebei as our strategic driving force, we must simultaneously pursue deep integration and proactive external engagement, and give equal emphasis to both "hard connectivity" and "soft connectivity." We should further advance regional integration and the convergence of Beijing and Tianjin, intensify efforts in scientific and technological innovation and industrial innovation, and accelerate the cultivation and development of new-quality productive forces. We must establish and practice a correct view of political achievements, better balance development and security, strictly implement the responsibility system for ideological work, and effectively prevent and resolve various risks. We need to deepen reform of state-owned assets and enterprises, optimize management systems and operational models for development zones, create a world-class business environment, promote the development of the private sector, and expedite the construction of pilot zones for reform and opening-up. We should explore new paths for substantive development, build a new pattern of integrated urban-rural development, foster cultural heritage and development, continuously enhance the quality, functions, and diversity of urban sectors, comprehensively elevate the modernization level of urban governance, and make life more convenient, comfortable, and fulfilling for the people. We must firmly fulfill our political responsibility for comprehensively enforcing strict Party governance, persistently address violations of the spirit of the Central Committee’s Eight-Point Regulation, uphold a rigorous tone in rectifying conduct, strengthening discipline, and combating corruption, and continue to fortify the integrity defenses in key areas and critical links, striving to create a clean and upright political environment. We must strengthen the overall planning and coordination of cadre development, guide our approach to personnel selection with the right orientation toward talent, reinforce the supervision and management of cadres, enhance the political and organizational functions of grassroots Party organizations, and provide robust organizational guarantees for fully building a modern socialist metropolis.

Chen Min'er emphasized that advancing the implementation of rectifications hinges on clearly defining and assuming responsibilities. We must strengthen political leadership, ensure effective transmission of responsibility, and enhance work supervision. We should adopt a systematic approach to address both symptoms and root causes, enforce strictness and practicality, and tackle problems head-on with unwavering determination. By holding ourselves to the highest standards, adopting the toughest working style, and maintaining the best possible state of mind, we can guarantee tangible and substantive results from the “second half” of the inspection process. We must reinforce our sense of responsibility and earnestly shoulder the primary responsibility of the municipal Party committee and the first-responsibility role of leading officials. Leading officials at the municipal level should set an example by taking the lead in carrying out rectifications themselves. Municipal leaders should fulfill their “dual responsibilities,” diligently performing their duties and ensuring that rectification tasks within their areas of oversight are effectively implemented. All levels, departments, and units must assume their respective roles and responsibilities, pooling their efforts to achieve comprehensive and coordinated progress in rectification. We need to optimize working mechanisms, making rectification efforts specific, list-based, and action-oriented. We should establish reverse schedules, verify and close each item one by one, strengthen supervision and follow-up evaluation, and voluntarily accept public oversight. Those who fail to carry out rectifications effectively, engage in perfunctory or superficial rectifications, or submit false reports will be identified as typical cases and held strictly accountable. We must hone our capabilities and work styles, further enhancing our political discernment, political comprehension, and political execution abilities, strengthening our capacity to overcome difficulties and challenges, promoting a style of seeking truth and being pragmatic, putting action first and grounding everything in reality, exerting sustained effort over the long term, and tackling all persistent and stubborn problems with the spirit of driving nails home. We must deepen the application of inspection findings, integrating rectification measures into daily work, deepening reform, strengthening comprehensive and strict Party governance, and bolstering team building. The rectification measures related to economic and social development should be incorporated into the city’s “15th Five-Year Plan.” We should use reform-oriented thinking, methods, and initiatives to drive rectification and solve difficult problems, ensuring that inspections promote reform, foster development, and enhance governance.

Officials from the municipal Party committee’s various departments, all departments of municipal state organs, all districts and development zones in the Binhai New Area, various people’s organizations, enterprises and institutions under municipal administration, and certain central government agencies stationed in Tianjin, as well as members of the leading bodies of the Municipal Commission for Discipline Inspection and Supervision and the Municipal Party Committee’s Organization Department, and officials from the Municipal Party Committee’s Inspection Office and Inspection Teams, attended the meeting.
